Export spreads across Binh Phuoc province. Because the quarantine staff is very small, although the Quarantine Branch II has authorized Plant Quarantine at Hoa Lu border gate to take samples for exported cashew shipments in Binh Phuoc area, the situation is still not good. How much improvement can be achieved because quarantine personnel in Hoa Lu are also very limited. The distance from Hoa Lu to Binh Phuoc district is also very far, taking a lot of travel time, affecting the business's export plan and capital turnover. On average per day, 

During a meeting between cashew businesses, leaders of the Plant Protection Department (Ministry of Agriculture and Rural Development) shared that the regulations for applying quarantine are according to the ministry's new circular. However, in the process of implementation, there are limitations due to insufficient human resources, especially in the Ho Chi Minh City port area due to high volume of goods.

Sharing with Thanh Nien , Mr. Bach Khanh Nhut - Vice President of the Vietnam Cashew Association (Vinacas) also acknowledged that the current quarantine process for imported plant shipments, especially in the cashew nut industry, is facing many obstacles. due to insufficient human resources of the functional forces. "Every time a cargo ship docks with thousands of containers, the Plant Protection Department's personnel are only limited. Currently, many member businesses are complaining about this problem. Exported goods are also required to be quarantined. , but the quantity is not much compared to imported raw materials. We have made recommendations, but the problem lies with the management agency's personnel, so it is really difficult."

Mr. Vu Thai Son emphasized: The current plant quarantine process for all export containers of cashew kernels is not appropriate. When cashew kernel shipments  are exported  , 90% of contracts stipulate: "The quality of goods must be inspected by an independent inspection unit (usually Vinacontrol, Cafecontrol, SGS, BV...), Quarantine criteria include termites, insects... in the product". These inspection units will randomly sample at least 10% of the total number of cartons in the shipment, analyze and test the samples, and if the quality is met, the inspection unit will issue a certificate, this is a document. must be provided for customers to pay for goods. 

"The time to inspect the shipment is before export, coinciding with the time when the plant quarantine agency also takes samples and checks for termites and insects in the export shipments at the factories. Thus, there are currently 2 units that carry out inspection with the same criteria, same time, and same purpose for an export shipment, while the independent inspection unit is carrying out the inspection process much more carefully than the inspection agency. Plant epidemic: Higher sampling rate, more thorough sample analysis, higher responsibility. Therefore, it is not necessary for the plant quarantine agency to inspect the shipment again" - Mr. Son speaks. 

According to a cashew business representative, currently cashew businesses are facing extreme difficulties, losing money due to low selling prices, while raw material prices and production costs are both increasing. Therefore, it is necessary to disentangle institutions and policies to create open conditions for businesses to operate in production and business.
